CES-MED held a two-day Training of Trainers Workshop in the city of Ramallah - Palestine

CES-MED organized a workshop in Palestine (25 to 27 of April, 2017) under the patronage and the presence of the Minister of Local Government and representatives of the European Union Delegation Office in Palestine. (speech here)
 
More than 90 representatives of key municipalities and ministries mayors, engineers, heads of departments  and representatives of the MDLF, JICA, USAID, the World Bank, UN Habitat and other international institutions and donors attended the first day of the workshop. 
 
This day was divided into two sessions: (1) presenting to national and local participants the objectives and actions of CES-MED; explaining how to prepare integrated energy plans that are technically and financially feasible based on the replicability of the SEAP (and SECAPs); promoting the Covenant of Mayors (CoM) Initiative; and describing ways to conduct Community Awareness Plans and Actions separately or as part of the SEAP.
 
The afternoon session was held as (2) a Donors' Meeting, whereby the SEAPs’ specific and priority projects were presented in order for both beneficiaries and donors  to explore and discuss funding opportunities. Representatives of agencies, embassies and NGOs presented their programmes and activities as interrelated to potential funding.
 
The Minister of Local Government declared his full support to the funding promotion initiative.
 
Several interventions by mayors and representatives of municipalities indicated that needs are exceeding their financial capacities, and therefore urged donors to assist them towards implementing the projects. 
 
The second part of the workshop was dedicated to the Training of Trainers for municipal technicians and engineering executives towards raising their abilities to prepare and/or delegate the preparation of SEAPs. A series of technical presentations and practical group exercises included: Preparing the SEAPs (Planned actions and Priority Project fiches); establishing a Baseline Emission Inventory methodology (in the context of Palestinian national requirements and municipal management); awareness raising and communication concepts and levels of intervention on defining targets, visions, message and tools with practical benchmarks applications.
 
At the end of the event, it was agreed that further steps towards capacity building and each participant received a training certificate issued by CES-MED.
