The CES-MED project participates in a series of events at the COP22 in Marrakesh

On November 7, the project will be holding a CES-MED Side Event at the COP22 in Marrakesh in the Green Zone, Room Loukkos /Capacity building Panel, between: 1:00 - 2:30 pm. The objective of the event is to outline the assistance and support provided to 23 cities for the preparation of their Sustainable Energy Action Plans (SEAP) and the collaboration and partnership with National Authorities in establishing National Coordination Groups (NCGs) for 8 affiliated countries. The Mayor of Rabat, Mr Fathallah Oualalouthe will be presenting the vision of a capital city in the South-Mediteranean region for the elaboration of sustainable energy and climate actions on municipal level. Participation is also envisaged by the Ministry of Energy, Mines, Water and environment (MEMEE) and the Delegation of the European Union to Morocco. 
The CES-MED team will allso attend on November 7th, 5.00 - 8.00 p.m the conference on the role of local municpalities in combatting climate change, organised by the regions of Beni Mellal- khénifra, Souss- Massa and the Municipalities of Rabat, Chefchaouen and Oujda - ''Les collectivités territoriales face aux changements climatiques : Quel rôle pour le partenariat et la coopération ?'' The project team and experts will take part also in the side events organised by the European commission during the EU Energy days at the COP22 in Marrakesh, Morocco.
On November 14th, the day will start with a Climate Summit for local and regional leaders at La Palmeraie. CES-MED’s participation is envisaged in the Conference: “The Covenant of Mayors for Climate and Energy — a global network”, organised by the European Committee of the Regions in partnership with the European Commission and the Union for the Mediterranean (UfM). The main objective of this conference is to present the Covenant of Mayors for Climate and Energy (CoM) as the largest urban global movement aiming at a transition towards low carbon and raising awareness in the Mediterranean (mayors, councillors, energy agencies, stakeholders, etc.) on the challenges of climate change and energy transition. The event will host presentations from high-level political representatives, mayors and other relevant stakeholders on the need to intensify efforts to accelerate climate action at the local and regional levels and the importance of the role of cities and regions in this process. 
On November 14th, CES-MED’s participation in the session about the CoM in Morocco and the Southern Mediterranean, will highlight the role of partnerships in the Mediterranean basin and emphasise the initial experience of the project to apply the Covenant model. EU’s outreach and technical assistance in the Region will be presented by Mr Michael Köhler, Director for the neighbourhood south, DG NEAR, European Commission. CES-MED’s team leader Mr. Naguib Amin will showcase the project work and achievements to date and will make an overview of the strategic know-how and energy planning tools delivered under the project to Southern Mediterranean municipalities. 
On November 15 a second meeting of the Commission for sustainable territorial development of the Euro- Mediterranean Regional and Local Assembly (ARLEM) will take place at 9a.m. (agenda)
The envisaged Conference on "Partnership for sustainable energy and climate change policy in the Euro-Mediterranean area" will discuss topics about energy transition and the management of the climate change effects in the Region. Statements by Ms Hakima El Haité, Minister of Energy, Mines, Water and Environment of Morocco on the progress of energy efficiency measures in Morocco and Mr Johannes Hahn, European Commissioner for enlargement and the European neighbourhood policy are expected during the event. 
CES-MED will also participate on November 15th in the ‘’European Union in action: Implementing the Paris agreement in the Southern Mediterranean’’ , envisaged for 2.30 – 4.00 pm at the EU pavilion, blue zone. (agenda)
The status of EU after COP 21 and EU projects in the Southern Mediterranean will be discussed at the panel. Mr. Bernardo Sala, Team Leader of the “Clima South” Project, will present the activities delivered by the project. The CES-MED project will be presented then by team leader Mr. Naguib Amin who will share the experience of the project on elaborating sustainable energy planning tools. Mr. Naceur Hammami (SUDEP team leader) will make an overview of the SUDEP projects and the available grants under the initiative. 
The CES-MEd team will attend on November 7th 5.00 -8.30 pm the side event of Beni Mellal- khénifra, Souss- Massa regions and the Municipalities of Rabat, Chefchaouen and Oujda. The event will focus on the experience of these municipalities to implement actions to combat climate and options for partnership and cooperation on local level /'' Les collectivités territoriales face aux changements climatiques : Quel rôle pour le partenariat et la coopération ?''
The CES-MED team of experts will be attending and participating in a number of other COP22 side events.

  • The launch of the SEMed Private Renewable Energy Framework (SPREF) on 9:00-10:30am (agenda)
SPREF is an initiative to promote private investment in renewable energy in Morocco, Tunisia, Egypt and Jordan (collectively, EBRD’s Southern and Eastern Mediterranean, or “SEMed”, region) through policy dialogue and EBRD finance (target: USD 250m) accompanied by USD 50m concessional finance from the Clean Technology Fund (CTF) and the Global Environment Facility (GEF).
