Dr. Naguib AMIN

Team Leader

A highly-qualified expert in sustainable development and energy efficiency in urban areas, Dr. Amin leads the CES-MED Team of experts since the beginning of the project in 2013.

Professional background:

Dr. Naguib Amin has over 25-years’ experience as Architect-Engineer, Urban Planner and Trainer. He has been active in sectoral planning, environmental planning and urban design, related to regional and structural planning.

 

Mr. Pierre COUTÉ

Key Expert, Local Development in Maghreb

A highly-qualified expert in sustainable development and energy efficiency in urban areas, Pierre manages the CES-MED Maghreb office since the beginning of the project in 2013.

Professional background:

Educated in France, the USA and India Pierre has over 20-years’ experience in supporting local administration and has been active in multi sectoral approaches pertaining to municipal strengthening in the MENA and Asia Regions for EU, WB and AsDB notably.

 

Ms. Alexandra PAPADOPOULOU

Key Expert, Energy

Dr. Alexandra Papadopoulou supports the CES-MED affiliated municipalities in the preparation of their SEAPs/SECAPs and ensures the effective collaboration with the Joint Research Centre (JRC).

Professional background:

Ms. Papadopoulou has 12 years of experience in the energy planning context at the local / regional and national level and the use of energy efficiency tools (market, legislative, institutional and technical).

 

Ms. Myriam MAKDISSI

Key Expert, Communication and Networking

Ms. Myriam Makdissi provides expertise to the CES-MED affiliated municipalities in the process of developing their Citizens Awareness Plans (CAPP). She conducts regular field missions to organise workshops and trainings for the elaboration of communication, awareness raising activities and events in the municipalities.

Professional background:

Ms. Makdissi has more than 15-years’ experience as Communications professional and Media Creative Director.

Mr. Osama KASSAAMANI

Senior Non-Key Expert – Lebanon

Mr. Osama Kassaamani supports the development of SEAPs in Lebanon. Along with local authorities, he facilitates the role of the Covenant of Mayors (CoM) Supporters and Coordinators for the establishment and integration of a national SEAP Support Mechanism (SSM).

Professional background:

Mr. Kassaamani has a proven track record in developing successful strategies and policies for municipalities and implementation of their actions.

 

Ms. Christina ABI HAIDAR

Senior Non-Key Expert – Lebanon

Ms. Christina Abi Haidar supports the CES-MED Focal Points, National Coordination Group (NCG) members and the ministries of Interior and Municipalities and Environment, to define legal and institutional needs for establishing a SEAP Support Mechanism Unit (SSM) in Lebanon.

Professional background:

Ms. Haidar is acting Attorney in Law and a Legal Advisor with more than 15 years’ experience in development of legal frameworks for renewable energy projects.

 

Ms. Florentine Visser

Senior Short Term Expert – Jordan

Ms. Florentine Visser supports the development of SEAPs in Jordan. Working closely with local authorities, she facilitates the role of the Covenant of Mayors (CoM) Supporters and Coordinators for the establishment and integration of a national SEAP Support Mechanism (SSM).

Professional background:

Ms. Visser is an architect and policy development and implementation expert with 20 years’ experience in Sustainable Building and Urban Development, and over ten years’ experience with project management, capacity building in developing countries.

 

Mr. Walid ABU AL HALAWEH

Senior Non-Key Expert – Palestinian Territories

Mr. Walid Abu Al Halaweh facilitates the role of the Covenant of Mayors (CoM) Supporters and Coordinators for the establishment and integration of a national SEAP Support Mechanism (SSM).

Professional background:

Mr. Walid Abu Al Halaweh is a qualified engineer and computer specialist with over 16 years’ experience into development projects and cooperation with Local Authorities.

 

Prof Dr Mohsen ABOUELNAGA

Senior Non-Key Expert - Egypt

Prof Dr Mohsen Abouelnaga is tasked with the elaboration of a “Recommended National Sustainable Urban and Energy Savings Actions" report for Egypt, in collaboration with the National Coordination Group (NCG) and the National Focal Point.

Professional background:

Prof Dr Abouelnaga is renowned expert in energy efficiency with more than 30 years’ experience and specific knowledge in implementing sustainable planning actions and energy policies in collaboration with national stakeholders.

 

Dr. Ahmed SEDKY

Senior Non-Key Expert - Egypt

Dr. Ahmed Sedky supports the CES-MED Focal Points, National Coordination Group (NCG) members and Local Authorities, to define institutional needs for establishing a SEAP Support Mechanism Unit (SSM) in Egypt.

Professional background:

Dr. Sedky holds a PhD in Urban and Heritage Management and has more than 10 years of experience in urban rehabilitation and community development. His expertise covers setting of strategic urban development guidelines in Egypt and Tunisia.

 

Mr. Thyrsos HADJICOSTAS

Senior Non-Key Expert - Financial Expert

Mr. Thyrsos Hadjicostas is tasked with identification of EU and other donors’ funding initiatives, targeting energy and sustainable development projects in the beneficiary countries. He is also in charge of elaboration of financial feasibility and gap analysis.

Professional background:

Mr. Hadjicostas has 30 years of work experience in the energy sector within projects funded by Governments, the European Commission, World Bank and other international financing institutions.

 

Mr. Ménouèr BOUGHEDAOUI

Senior Non-Key Expert - Financial Expert for Algeria

Mr. Ménouèr Boughedaoui is preparing and putting into use detailed funding guidelines for the use of Algerian National and local Authorities, interrelated with the SEAP objectives of the municipalities.

Professional background:

Mr. Boughedaoui has more than 15 years’ experience as expert on Environmental projects and strengthening the capacities of Local authorities in coordination with line Ministries.

 

Ms. Caroline Huwiler

Senior Short Term Expert – Tunisia

Ms. Caroline Huwiler’s mission is to assist the CES-MED project and the ANME in the finalisation of the ACTE (Alliance of Communes for Energy Transition) mechanism for funding sustainable and energy projects in the Tunisian communes. Additionally, she has prepared a manual for local governments to apply for ACTE funding.

Professional background:

Ms. Caroline Huwiler, is a specialist in sustainable energy policy, with a background in international development with more than nine years of experience in policy design and implementation of renewable energy, efficiency management and capacity-building initiatives at national and sub-national levels.

 

Mr. Spyridon MOUZAKITIS

Senior Non-Key Expert – It Expert

Mr. Spyridon Mouzakitis is in charge of setting up and maintaining the project website for CES-MED.

Professional background:

He has more than 12 years’ experience in design and implementation of information technology systems. Mr. Mouzakitis holds a Diploma and PhD Degree in Electrical and Computer Engineering from the National Technical University of Athens.

 

Mr. Harry URPATYAN

Junior Non-Key Expert, Communication

Mr. Harry Urpatyan supports the production of CES-MED newsletters, communication tools and also provides regular updates for the website, as content administrator of the CMS.

Professional background:

Mr. Urpatyan has more than 5 years’ experience in Communications and media. He holds an MSc in Communication Studies and MSc in European Public Administration.

Ms. Fatima-Zahra El GHABI

Junior Non-Key Expert, Help Desk And Training Support for Rabat, Morocco.

Ms. Fatima-Zahra El Ghabi is promoting the Covenant of Mayors (CoM) through CESMED’s Helpdesks in the Maghreb and Mashreq regions.

Professional background:

Ms. El Ghab has experience in technical assistance assignments in Maghreb countries, organization of events and logistic support for workshops and trainings. She holds a Master degree in „Water Management and Sustainable Development".

 

Mr. Malek MARDAM

 

Mr. Malek Mardam is responsible for carrying out organizational and administrative tasks for the CES-MED Mashreq Office, as well as for the organization and logistic support of project seminars, conferences, meetings, workshops and other events.

Professional background:

Mr. Mardam has more than 5 years of experience in helpdesk support, technical assistance and organization of events. He holds a BS degree in Business Management.
